Transportation Planning is a hallmark of our firm. We have worked with over 75 tribes throughout the nation to develop transportation plans that provide them the means to properly budget and plan transportation-related projects, and capitalize on potential funding sources. We emphasize a collaborative approach to the transportation planning process to include all transportation stakeholders. We have extensive experience in developing long range transportation plans that meet the requirements stipulated by Federal Register 25 CFR Part 170 in support of the Indian Reservation Roads Program. Our transportation plans provide an in-depth review and analysis of a community’s existing transportation network in order to identify existing deficiencies; project traffic volumes to determine how future development will impact the transportation system; make recommendations to alleviate existing and future transportation network deficiencies; and develop prioritized transportation improvement project lists.
Roadway Inventory and Conditions Assessment
PTE employees have inventoried over 20,000 miles of roads and trails across the
United States . Through our hands-on roadway inventory procedures, we evaluate and collect data on pavement conditions, alignment conditions, right of way status, safety hazards, passing site and stopping site restrictions, roadway measurements, and road bed conditions. The data is downloaded into a user-friendly database system which was developed by PTE staff to manage and organize roadway condition assessments. At the end of each project we provide this database to our clients so that they may query, manipulate, and reproduce their own roadway conditions data.
PTE specializes in data collection procedures specified by the Bureau of Indian Affairs and to date, 100 percent of our data has been accepted into the Road Inventory Field Data System (RIFDS).
Traffic Counting
PTE offers traffic counting services using both mechanical pneumatic traffic counters and manual turning movement count boards. We utilize mechanical counters to collect bi-directional traffic classification, speed and gap data which in turn enables us to calculate average daily traffic, 85th percentile speed data, a.m. and p.m. peak-hours of traffic, and peak-day traffic. Using manual turning movement count boards to collect peak-hour turning movements at intersections, we calculate intersection levels of service and trip distribution, and model traffic flows.
PTE staff has extensive experience in utilizing traffic count data to support the Indian Reservation Roads Program’s Tribal Share calculation, and we have performed numerous Traffic Impact Analyses and traffic models. We have sufficient traffic counting equipment to perform any size job and look forward to providing these services to larger engineering companies.

We offer electronic drafting and mapping services for area maps, site plans, lot layouts, architectural floor plans, as-builts, and civil design and detail sheets. We also provide layering system designs; library development; and plot, page, and pen setting standardization.
